What is Operation Weed & Seed?

Operation Weed & Seed is a multi-agency strategy that “weeds” out violent crime, gang activity, drug use, and drug trafficking, in targeted high crime neighborhoods and “seeds” the target area by restoring these neighborhoods through social and economic revitalization. The “Mesquite Street Neighborhood” has been designated as a Weed & Seed site by the United States Department of Justice. The Weed & Seed boundaries are Lohman Avenue, Madrid Street, Solano Avenue, and Main Street. Criminal activity within these boundaries is subject to federal prosecution.

What is the A. Fielder Memorial Safe Haven (AFMSH)?

As a part of any Weed & Seed initiative, a safe haven is established. The AFMSH provides children and adults with a secure, visible neighborhood facility. It provides educational and productive activities that are safe and have adequate supervision. The AFMSH is located at 906 N. Tornillo Street.

What activities and programs does Operation Weed & Seed provide for the community?

Some activities include: adult basic education classes, neighborhood clean-ups, home revitalizations, an after school program, recreational games, a mentoring program, and special events.

Who may participate in the After School Program?

Any child attending school (K-12) between the ages of 5 and 18 may participate in the After School Program. Registration forms are available at the AFMSH.

What type of home revitalization can be provided by Weed & Seed?

Basic home refurbishment, repairs, and clean-ups. Supplies and equipment such as painting materials, new doors, windows, and fences are available based upon priority. Revitalization screening forms are available at the AFMSH.

The Weed and Seed Strategy?

Operation Weed and Seed is foremost a strategy--rather than a grant program-- which aims to prevent, control, and reduce violent crime, drug abuse, and gang activity in targeted high-crime neighborhoods across the country. Weed and Seed sites range in size from several neighborhood blocks to 15 square miles. The Mesquite Street Weed and Seed site borders are from:

  • Lohman to Madrid
  • Solano to Main (including the Downtown Mall)

The strategy involves a two-pronged approach: law enforcement agencies and prosecutors cooperate in "weeding out" criminals who participate in violent crime and drug abuse, attempting to prevent their return to the targeted area; and "seeding" brings human services to the area, encompassing prevention, intervention, treatment, and neighborhood revitalization.

A community-orientated policing component bridges weeding and seeding strategies. Officers obtain helpful information from area residents for weeding efforts while they aid residents in obtaining information about community revitalization and seeding resources.

What types of activities are offered at the A. Fielder Memorial Safe Haven?

After school homework assistance, healthy snacks, arts and crafts, teen activities, field trips,  the Dona Ana Branch Mesquite Learning Center, mental health referrals, mentoring, Camp Defy, and Camp Unity

Who is eligible to participate in the program?

The A. Fielder Memorial Safe Haven is open to everyone. Children that are not school age (5 and up) will need to be accompanied by an adult.

What are the hours of operation?

Adult education starts at 8:00 AM until 8:00 PM, youth activities start from 2:30 PM until 6:00 PM and 7:00PM for the teens. Hours are extended during summer hours.

Does it cost anything to attend the activities ?

Most services are free, however some services provided by outside agencies may have a minimal fee.

What's in it for me?

For Weed and Seed residents, the payoff may be increased safety (all residents), recreational activities (youth); increased property values (homeowners); increased availability of jobs (job seekers); positive results from contributions (all contributors); decrease in crime (citizens, law enforcement, and local government officials); or after-school programs (working parents with children). Once you understand what message your target audience will respond to, you are better able to communicate effectively.

What is the Weed and Seed Steering Committee and can I participate?

Role of the Steering Committee:

  • Complete initial development steps;
  • provide direct oversight and management of program goals and objectives;
  • coordinate the activities of Weed and Seed sub-committees;
  • implementing a coordinated law enforcement and neighborhood restoration plan;
  • approve changes to the program;
  • document program activity;
  • and evaluate the overall program

The U.S. Attorney must work closely with city, State, and Federal officials, as well as members of the community. Steering Committee meetings are scheduled for the 3 rd Monday of the month, 6:00 pm at the A. Fielder Memorial Safe Haven.

What is the programs Mission Statement?

 To provide an area where children and community residents can gather in safety with proper supervision, can engage in educational, athletic and recreational activities. To provide a location for those who wish to mentor and be positive role models for children in the area who are deprived of social needs.
