Terrence Moore
Mr. Terrence Moore is the City Manager of the City of Las Cruces.
He assumed his duties in February 2005.
Las Cruces is a home-rule municipality with a Council-Manager form
of government as specified by the City Charter. The City has about
1,400 employees and a $390 million annual budget for fiscal year
2007/2008.
The City Manager is the chief administrator of the City, responsible
for its day-to-day operations. The City Manager offers leadership,
direction and guidance to all departments and sections of the organization.
Additionally, the City Manager implements policies and programs
that are prioritized and directed by the City Council and governed
under the City of Las Cruces City Charter.
Under Article III of the City Charter, the City Manager is:
- Empowered to appoint, suspend or remove all administrative officers
and employees
- To attend all meetings of the City Council
- To prepare and submit the annual operating and capital budgets
- Submit an annual report to the City Council on the finances and
administration of the City during the previous year
- Advise the City Council of the current and future needs of the
City
According to Mayor Ken Miyagishima, “The City Council

of Las Cruces with integrity and the utmost professionalism.”
