BIOGRAPHY – HON. MELISSA MILLER-BYRNES:
The Honorable Melissa Miller-Byrnes is the Presiding Municipal Court Judge for the City of Las Cruces Municipal Court. The Presiding Municipal Judge is elected, for a term of four (4) years, at the regular municipal election. While state law does not require municipal judges to be attorneys, the City of Las Cruces as a home rule municipality requires that its municipal judges be licensed attorneys. Having served as a city prosecutor for ten years, Hon. Melissa Miller-Byrnes was first elected in 1999. Judge Miller-Byrnes is a Certified Court Executive (C.C.E.) and Fellow of the Institute for Court Management through the National Center for State Courts who administers the appropriate principles of court administration in the management of the court’s affairs with the assistance of the Judicial Manager Lisa Almaguer, (C.C.E).
