This site is intended to keep the public informed about the largest long range planning effort ever undertaken in Doña Ana County, New Mexico. One Valley, One Vision 2040 is the first regional comprehensive plan for Doña Ana County, the City of Las Cruces, and other municipalities within the county. Using the links above, you can find information on upcoming meetings, the draft regional plan, and leave written feedback.

What's New?

The Las Cruces City Council is scheduled to consider adoption of the One Valley, One Vision 2040 Regional Plan at their regular meeting of Tuesday, Feb 21 at 1:00 p.m. The Board of County Commissioners is scheduled to consider adoption of the plan at their regular meeting of Tuesday, Feb 28 at 9:00 a.m. Using the links above, you can find agenda and meeting information.

You can find the latest draft of the One Valley, One Vision 2040 Regional Plan using the link below or by going to the ‘Plan’ page. This latest draft incorporates the changes outlined in the comment matrix and mark-up available on the ‘Comments’ page. Little content has changed since release of the plan in May 2011. During the last six months staff has provided opportunities for additional input that ended up focusing largely on editing.

The Las Cruces Planning & Zoning Commission by a vote of 7-0-0 (July 26, 2011), Doña Ana County Planning & Zoning Commission by a vote of 5-2-0 (July 28, 2011), and Las Cruces Extra-Territorial Zone (ETZ) by a vote of 6-0-0 (August 4, 2011) all moved for their respective elected bodies to approve the One Valley, One Vision 2040 Regional Plan with the changes proposed in the comment matrix.

Information about the plan

The One Valley, One Vision 2040 Regional Plan is the result of input and many public meetings over the past year by the Vision 2040 Advisory Committee, a group of 45-invited stakeholder representatives from around the county.

The One Valley, One Vision 2040 effort incorporates an extensive public-engagement process, which provides a broad range of opportunities for people to express their vision and preferences for the region’s growth. Along with various public relations and noticing, public input consisted or will consist of the following:

  • Public meetings of the Doña Ana County Board of County Commissioners, Las Cruces City Council, Hatch Board of Trustees, Anthony Board of Trustees, Mesilla Board of Trustees, and Sunland Park City Council
  • Public meetings of the Doña Ana County and Las Cruces Planning and Zoning Commissions and Extra-Territorial Zoning Commission
  • Public meetings of the One Valley, One Vision 2040 Regional Plan Advisory Committee
  • Public forums
  • Focus group sessions
  • Surveys

The One Valley, One Vision 2040 Regional Plan is advisory and looks at growth from various perspectives beyond any one political district or authority. It addresses issues in much the same way local comprehensive plans do, but from a broader perspective. It establishes basic guidelines regarding plans and development and helps to attain consistency. The plan was created recognizing a balance exists between the interests of the public and those of private property owners, and seeks to respect private property rights, due process, and just compensation.

The regional plan covers a range of resource topics that closely match those identified in the local existing comprehensive plans. The resource topics covered are: Land Use, Water, Air Quality, Environmental Resources, Hazards, Transportation, Community Facilities and Services, Utilities & Infrastructure, Housing, Economy, Community Character, Design, and Historic Preservation, and Intergovernmental Cooperation.

The main components of the plan includes a regional vision statement, snapshot of existing conditions, goals and strategies, regional growth strategies that shaped a consensus housing and jobs strategy, and suggested implementation actions to take within the next five years.
