CDBG Construction/Infrastructure
Introduction
The purpose of
this page is to define the general procedures and criteria for
applicants wishing to receive Community Development Block Grant (CDBG)
funds for construction and/or infrastructure improvements.
Eligible activities and projects may be funded with the City of
Las Cruces CDBG Entitlement Funds.
The mission of the
U.S. Department of Housing and Urban Development (HUD) is "to help
people create communities of opportunity." One of the expressed
goals is to develop a viable urban community by providing decent
housing, a suitable living environment and by expanding economic
opportunities, principally for low-income and moderate-income
persons.
To implement HUD's
goals, the City of Las Cruces receives entitlement funding for the
CDBG program. These resources are made available to help Las
Cruces create a "community of opportunity."
The CDBG Construction/Infrastructure program is designed to serve city residents that are low-income or
moderate-income U.S. Citizens or documented immigrants.
Application
Process

A public notice is published announcing the CDBG application process in January.

Public hearings are held in January to receive public input on spending priorities.

Applications are due in February

Applications are reviewed for eligibility by city staff.

Interview appointments may be set up for select, eligible
applications received in order to gather additional information
and answer questions.

Applications are reviewed and recommendations made by a staff rating committee.

City Council makes final
recommendations and approvals as a part of the annual Action
Plan.

Preliminary award notices are
issued to successful applicants.

Environmental Reviews on each project are performed internally
to determine if the project/program will have any adverse
effects on the environment.

An Annual Action Plan is
submitted to HUD detailing proposed funded activities for the
upcoming program year. Upon approval from HUD, contracts are
executed.

Following each program year, the City must submit to HUD a
Consolidated Annual Performance and Evaluation Report (CAPER)
which summarizes program/activity accomplishments and spending
during the program year. Public Comment is solicited annually on
the CAPER.

Successful applicants are required to complete a quarterly
accomplishments and report letter. The letter tracks activities
during the four quarters of the program year.

Reimbursement request forms are to be used when requesting
reimbursement for eligible CDBG expenditures.
Application requests received prior to the application cycle, that usually occurs in November and December of each year, will be placed on an application availability notification list and will receive confirmation of their request.All applications are due to the Community Development Department, Room 147, City Office Center, 575 S.
