An Identified Neighborhood
Association is a formal group of residents, land owners, and
business within a specific geographic boundary. The group must
be focused on community or neighborhood issues, must have
adopted bylaws which describe their purpose and processes for
conducting business, and must have at least one membership
meeting each year.
A Neighborhood Association can join the City’s list of identified
association by submitting an application through the Community
Development Department. Registration and further information
is available by calling the department at 528-3209.
The Association would be
responsible for encouraging communication between its members and
City of Las Cruces on activities affecting their area. They
should inform members of issues for discussion, establish a means
for making representative decisions, and accurately report the
neighborhood’s position to the City.
The City’s responsibilities
under the new policy are twofold. First, the City is looking to
address existing needs by designating a contact person for each
neighborhood. This staff person will work with the Association to
help them make contact with city departments that can best respond
to their specific issues. They will ensure that the Association
gets responses to any questions about city services or projects
and will share and distribute information as it becomes
available.
The second aspect of the City’s responsibility will be
to share information about new development proposed near the
neighborhood. The City will notify an Association any time a
development application is received for a property in their
neighborhood or within 300 feet of it's boundaries. Notice of a
Planning and Zoning Commission or City Council meeting where a
nearby development will be discussed will also be sent to the
Association.
Sometimes, the City of Las
Cruces does not have the type of information people want about a
proposed project. To address this, the Information and
Notification Policy requires that people who apply for a zone
change, subdivision, variance or special use permit provide any
nearby Neighborhood Associations with a description of the project
and contact information should they want any further information. |
