This section implements and coordinates the Strategic Plan. Section also provides overall utility management and technical support which includes plan and permit review, SCADA, and direct contact with Council, Committees, and Board members.

- Conduct periodic reviews of Comprehensive Safety & Security Programs in all Utility sectors
- Maintain professional well trained engineering and technical staff
- Manage efficient and effective deployment of Engineering and Technical Support services and resources to support all Utility projects
- Manage a streamlined water rights acquisition process
