Grants & Contracts Administration
Grants & Contracts Administration (GCA), a section of the Financial Services Department, was established in 2009 by the City Council & City Manager to:
- Coordinate and maximize grant-writing efforts in obtaining additional funding for City operations and capital projects;
- Provide contract management of federal and state grants and legislative appropriations; and
- Serve as a liaison with agencies that the City serves as their fiscal agent.
Further, GCA is tasked with coordinating and assisting City departments, agencies, and in special cases, partners with finding and securing additional revenue/services in the areas of sponsorships and donations for the City of Las Cruces.
The section is headed by the Grants & Contracts Administrator and supported by two Grant Writers. The Grant Writers provide direct support to City departments seeking grants by conducting grant research to all appropriate funding sources, including federal grants, state grants, foundation and corporate grant-making programs. Once a funding source is identified, departments are consulted as to the fit with their ongoing programs or desire to offer new services. When the decision is made to pursue the available funding, meetings are held with relevant departments to ascertain their project goals, outline proposals, coordinate tasks for proposal components, assist in formulating project budgets, budget narratives and outcome measurements, as well as final editing of all proposals in a timely fashion to meet grant deadlines.
Upon the grant award, GCA processes the administrative paperwork required for City Council approval to execute the funding contract, accept the grant award and proceed with the new program.
GCA provides further support to departments during the post-award phase by ensuring that all contract requirements are met, including drafting Memoranda of Agreement, contracts and sub-contracts, outlining reporting requirements for departments, and tracking expenditures under the grants and legislative appropriations.
