Metropolitan Planning Organization


MPO LOGO The Mesilla Valley Metropolitan Planning Organization (MPO) is a multi-jurisdictional planning agency located in south-central New Mexico, USA. The MPO is responsible for multi-modal transportation planning in Las Cruces, Mesilla and part of Doña Ana County. Federal regulations require the designation of an MPO to carry out coordinated, continuing and comprehensive transportation planning for urbanized areas with a population of more than 50,000. The Mesilla Valley MPO annually establishes project priorities for consideration by the New Mexico Department of Transportation (NMDOT) when programming transportation funds. The MPO is responsible for planning all aspects of the transportation system including roads, bicycle, pedestrian, public transit, and the airport.

 

The MPO has been in existence since 1982, originally under the name Las Cruces MPO. The MPO name changed in 2013. It operates under the guidance of a Policy Committee which is comprised of nine elected officials: three City of Las Cruces Councillors, three Doña Ana County Commissioners, three Town of Mesilla Trustees, and the district engineer from NMDOT District One. The Policy Committee makes decisions to plan for the future transportation needs of the regions. The Policy Committee has two advisory committees: the Technical Advisory Committee (TAC), which makes recommendations to the Policy Committee regarding technical issues, and the Bicycle and Pedestrian Advisory Committee (BPAC) which provides recommendations for the planning of bicycle and pedestrian facilities within the MPO area. The MPO is supported by a permanent full-time staff of an MPO Officer, two planners, a planning technician and two part-time co-ops.

 

Transport 2040 Update Public Involvement Meeting Dates

MPO Staff is beginning its process for updating its Metropolitan Transportation Plan (MTP) currently known as Transport 2040. 

MPO Staff has completed the first series of public involvement meetings.  Further public involvement meeting dates will be announced as they are confirmed.

New Public Participation Plan for the MPO

A new Public Participation Plan was approved by the Mesilla Valley MPO Policy Committee on September 11, 2013. The Public Participation Plan is one of the four core documents required of all MPOs and it describes the various public engagement elements available to the MPO.
